The Garden That Bridges Cities, and Builds Peace

How a Japanese garden co-created by the citizens of Nagasaki and St. Paul, Minnesota became a living project of peace-making and international friendship.

In this episode of Everyday Ambassador, landscape architect Bill Pasek shares the remarkable story of how volunteers from Nagasaki and St. Paul, Minnesota—the very first sister cities in America—have worked together for over fifty years to create and maintain a Japanese garden in St. Paul. The garden is more than a symbol—it’s a living project of peace and international friendship.

The garden’s origins date back to the 1970s, when an art exchange with Nagasaki inspired the idea of bringing a traditional Japanese garden to the Twin Cities. Although a garden was initially built, it strayed far from the original vision of its designer, Mr. Masami Matsuda of Nagasaki. Upon seeing photos of the garden years later, Mr. Matsuda traveled to St. Paul to help restore it—and found an unexpected partner in Bill Pasek.

What followed was a years-long collaboration filled with challenges, creativity, and deep mutual respect. With help from generations of volunteers, the support of the Sister Cities program, and quiet acts of generosity from the community, the garden was gradually rebuilt to reflect Mr. Matsuda’s original intent. The work continues to this day.

From custom bicycle pedals to interpreting site plans with sand, Bill recounts personal moments and community efforts that brought the garden to life. Today, it continues to welcome visitors with its blend of natural beauty and human connection—and stands as a tangible reminder of what ordinary people can achieve in the service of peace.
